Strange fender damage - What can I do?

Apperantly a coworker ran into the back of my truck. The paint feels almost like melted plastic. is this something that needs to be sanded down and repainted or is there something els that can be done.

Yeah, that's what it looks like in the pic. Paint transfer. If it is a polish that can be used by hand may take it off: Megs Scratch X, PB Professional Polish. If you have a PC any will do.
 
My wife had the same marks on her car. I used Scratch X by hand to remove it.
 
Sometimes even a claybar will remove paint transfer.. If that doesn't work, its time for a polish which will get rid of it easily..
