Tar/asphalt on front of vehicle, on paint

During the summer, I must have went through somewhere where there was wet tar/asphalt as I have a big chunk on the front of my Dodge Journey, on the paint. It is probably a good inch thick and two inches wide. It is obviously hard as a rock at this point. Any suggestions.

Also, I'm a rookie here, so sorry if I'm asking in the wrong area...
 
try using some tarminator and let it soak for a few minutes and then wipe and see if it helps. if it does, you may have to do repeated applications...
