Tar? HELP?!

Just bought a low mileage Lexus.

I have cleaned it up and found this substance, obviously thrown up off the road on all 4 corners. Is this tar? It is very hard and will not come off. Open to any suggestions. !!!

Almost looks like road paint. Hard to to tell. Try mineral spirits for it. If it's tar, try Stoners Tarminator. Whatever you do wind up using, I would wash the area with soap and water afterwards. Then apply a sealant or wax to the area.
 
Believe it or not and hopefully I am right on this one.....if the Tarminator or tar remover or APC does not work, try WD-40. I have used it for many items, stuff that sticks and will not remove.....Additionally, WD-40 will not damage your paint. Give that a try and of course wash before putting it on. Sealant after you get it off or both sealant Wax or whatever you use.
 
Going to try the tarminator........Will report back.


If feels rubbery almost, not so sure if that could be concrete but what do I know
 
Maybe (if you have on hand) try using a plastic razor blade to help with the removal
 
I've never tried wd 40 on promblem areas,but many people suggest it on this forum.Try to Presoaking it before removal.The rubbery hard surfaces I've encountered,I used a pressure washer on low psi for removal and lacquer thinner to clean up the residual or clay.
