Hahah, well its really simple

One bucket has your soap in it, which you dip into and get the mitt all wet and ready to wash the car

The second bucket is like your rinse bucket, where you ring out all the dirt. The helps so you dont wash over your car with dirty water or a dirty mitt. Really helps cut down on swirling.
 
as an added hint, dump dirty water bucket at 1/2 point and refill with clean water. You can also use one of those grit guards in bottom as wanted.
