Water spots on matte black wheels

I have a matte black wheel that sat in front of a sprinkler for the past 9 months while I was in Afghanistan. Attached is a pic

I have tried 50/50 water/vinegar, compound, SSR2, and clay and nothing has really touched it. The compound helped a little, but the etching is still there. Is there anything that can help facilitate cleaning this better? I applied all polishes by hand, buy maybe using my PC would help? Again, this is on my wheel, so that would be a massive pita. You can see at the bottom is a small area that i used the compound on. It shined it a little, but the spot etching was still present. Any help is appreciated.

From the photo it looks like there might be some chemical in the water that "may" have permanently etched its way into the finish. Take a look at some articles Mike's written and see if anything helps....

When you wet it does the white disappear? If they do, you might be able to spray on some flat clear to hide the damage and improve its appearance...:props:
 
If you are going to go more aggressive on these Hostage Wheels by FUEL, test spot on barrels first. Not the face, or rim.
CC'ed wheels are softer and thicker than colored or cleared anodised wheels.
Spinning to high of an rpm, such as a cone and abrasive product will burn through anodization quicker than plasticised CC'ed wheels.
Too abrasive of a combination will do the same.

First I want to thank you for your service. Very sorry your wheels took that abuse while you were over there for us.
The first thing I would try is Duragloss Water Spot Remover, Duragloss Water Spot Remover (WSR) #505. It's cheap and works well on water spots. It probably won't help with any etching but it's a good place to start from.
