Water tank fill up

Hi I am in the early stages of starting a mobile car wash (focusing mainly on washes). I have everything planned out except I am not sure where I should fill my water tank. Do you have any suggestions? Filling at home is not possible due to living in an apartment.
 
Northeast Ohio. My parents do not live far and if all fails I will drive there and fill up as needed but its not ideal.
 
Also think about a water filtration system for when you fill. Don't fill with well water.
