wet sanding

This is for all first time painters. Decided to repaint the badly stone chipped front bumper of my 2010 granite black Malibu. I masked and prepared carefully with solvent, light sanding and tack cloth. I used a custom mixed aerosol can of factory code paint, including plastic component. The paint turned out great and then I applied the clear coat. I did two light (mist coats) and one heavier coat at 15 minute intervals. However the gloss disappeared and I was left with a dull matte finish - it has since achieved a little more shine, but nothing like the original finish. I see online that I should wet sand with 1500 and 2000 wet and dry to get the final finish, is this the way to go? It would have to be by hand.
To avoid getting runs I may have been a little 'light' with my clear coat and I'm worried that I may take too much off. Any advice would be greatly appreciated.
