After wetsanding with 1500/2000/2500 a scratch on a black car there is still a dull spot. I used turtle wax rubbing and polishing compound. What can i do to get the shine back?

What tool are you using to buff? Meg's 105/205 Menzerna FG400/4500 on a PC should work. Pics will help too

Your title sounds correct, hope not. Pictures would help.

Are you getting black pigment on your pads/towels during polishing?

I'm not getting any black while polishing. It was a big scratch about 5 feet along the bottom of the door and rear panel, i sanded most of it out.

I used a wool pad on a drill attachment for compound. And a polishing pad to polish. It was more dull until i used ultimate wax. Its much better now but still somewhat dull . The pic shows some touch up paint that i applied after sanding what i could away. I havnt got back to leveling that spot yet .

That is hard to tell, but based on the pic...IMO you have wet sanded too much. Another way of telling...no matter how many coats of sealant/wax on the spot it will not get shiny....that is a sign of CC failure....AGAIN, based on that picture even though it is difficult to tell.

I am also basing it on what you said how you did the wet sanding.

Next time fill the scratch with touchup paint first, then sand it level, then polish.
