What are these spots?

The windows are clean in the picture, but under street lights or other lights at night these spots are visible on all my windows. Does anyone know what these are or how I can get rid of them?

I know you said they are clean but were they clayed? Interior spots?

Pollen? Little debris stuck to the glass? Try using a razor blade up and down with some window cleaner as lubrication and see if it helps.

It was last clayed in January and I don't believe it's on the interior. I'll have to try the razor blade trick when I clay again in a few months.
