What are these white specks?

I have a 2008 Black Mustang. There are some little rock chips I've noticed in the front but it also has these white specks. I've compounded and polished with Megs D300/301 and the are smooth unlike the chips. Any idea what these are and how to fix them?

I had something similar, came out with clay though. Did you clay pretty aggressively? Took awhile to get it all out.

It's on the front portion of the hood. I didn't clay aggressively. I'll try again this weekend and see if I can get rid of it with a more agressive approach.
