What are these?

Would have to know more about the environment the car is in daily to give you the answer to exactly what it is. Something is either dripping on or "pooping" on your car. VERY VERY HARD TO TELL from a picture of a tiny spot.
 
Well now under my ownership, its garage every night, day, anytime its home. Previously I don't know. They are both almost perfect circles.
 
The brown spot may be a rust spot the can occur when there is a tiny pinhole on you paint that goes to the metal. A quick spritz of Iron X will fix that easily if that is what it is.

pretty sure it isn't rust. it isn't dark enough, and is too soft
 
I would get tar x or rapid remover. Both items will cut through tree sap with ease

even if its baked on that bad?

If it's a sap yes, it will be that easy. My wife's parents had tree sap on their car for a few months and tar x made removal very simple.
 
Either one will work. Rapid remover and Tar X are both great products. I use rapid remover all the time. Spray wait 60 sec then wipe.

I live in the desert and get those on the car almost daily you can just push it with your nail and it should come off. I get cars that have those baked on for months and they just come off with a little push of your nail and have never left behind any marks. I'm still not sure what it is to be honest but see them daily
