wheel damage?

I have some bbs style 5s that have some damage on them. Sorry no pictures right now since I'm having trouble uploading. It's not really brake dust I don't think, it could be tar maybe.
It's like some black stuff on the lips of the wheels. It's as if someone had a black marker and drew zig zag lines on the lips. And the ink that came out the pen was hard and I can't figure out anything to remove it. I can feel it above the rest of the surface with my fingernail and it catches

Sounds like tar unless it's the black paint they use to paint over the lines in the road when they shift them for construction purposes.

What have you tried so far?

Some wheel cleaners and scrubbing. Soap and scrubbing. Apc and scrubbing. I haven't tried any tar removing things, any suggestions? And if it's a glob of paint, what do you reccommend

I'd start with plain old mineral spirits or 3M Adhesive Remover.
