When should I apply opticoat on new paint?

I had the front bumper replaced on my car. The repair shop gave me these instructions below. Anyone have any recommendations? Should I wait 30 days? 90 days?

DO (first 30 days)
-wash the car by hand with cool water and very mild car wash solution using soft cloth/sponge. Always use fresh water and wash in the shade.

DONT (first 30 days)
-do not use commercial car washer.
-do not "dry wipe" dust or debris from the paint surface, dry wiping can scratch the surface.
-do not drive on gravel roads (chippings occurs easily in first 30 days)
-avoid parking under trees (bird droppings/bug droppings/tree sap have high acid content that will damage paint new and old)
-do not spill gasoline/diesel/oil/antifreeze/transmission or windshieldfluids on new paint
-do not scape ice or snow from fresh paint surface

DONT (first 90 days)
-do not wax or polish the vehicles fresh paint within the first 90 days. This will allow the fresh paint to dry and harden completely.

90d. If the paint can't cure properly with wax on it for 90d, a coating like OC that becomes an actual part of the clear coat wouldn't help matters IMO.

I was told by my body shop when we had to repaint the door on our Civic after repairs not to wax it much less seal it for 90 days.
The paint takes that long to fully cure.

What are the consequences of prematurely waxing or coating new paint? Would it discolor or damage the paint, or would the coating simply not bond well?

One more thing if anyone has a suggestion or comment.

I was looking at my front bumper out in the sun today and there is a small chip (I assume a pebble while driving) that scraped the paint off. It is only noticeable if you look at it real close and in sunlight.

Should I take it back to the repair shop? Is it a simple re-painting job on that area or how would it work?
