White marks in the paint?

So I found these things on the lid of my trunk a few months ago, but didn't pay too much attention to it. I figured I would address it during my next detail.
However, when I compounded it, nothing changed. These white marks were still there, even though the paint was as smooth as glass.
I believe that they were here even before my first detail.

It's very hard to tell what you are seeing from this image... the camera is clearly focused on your reflection and not the surface of the car. Perhaps a better photo would be more helpful for us in identifying this defect.

Ignore the smaller white dots. They were from yesterday's rain.
