Wiper chatter video check.

Another issue that can cause wipers to chatter or skip on the windshield is if the springs in your wiper arms are worn out. An additional sign for worn out springs in the wiper arms is when your wipers (even if new) can't clear rain off your windshield with a typical rain shower.
