refinishing polished aluminum lips

I have a set of 3pc wheels ive been wanting to refinish. The lips are stained pretty bad. Does anyone have a link to a D.I.Y. that would help me if ots even possible to get these shiny again? any help would be greatly appreciated. thanks in advance guys. pics below for reference.

What brand of rim is that? There was a coating on them that will need to be removed first.

Knowing the type of coating they had will help in giving a proper recommendation.

they are Lowenhart wheels. They use to have a clear on them. I stripped it off about 2yrs ago with aircraft stripper, and they have been sitting in the garage since. I was going to powdercoat the lips then, but now I decided otherwise.
 
I don't think all of the clear was stripped off. Maybe hit it again and see what it looks like. I think they will need sanding though..
