No, you said cement becomes concrete when it hardens...cement becomes concrete when you add aggregate to it. When cement by itself hardens...it's hardened cement.

In years gone by...
My dad and I have done a number of concrete jobs, that is Dad sets me up to shovel the rocks, sand and bags of cement into a gasoline powered cement mixer and then after mixing we pour this into a wheelbarrow and dump it into a framed up section that becomes something.... floor in the garage, sidewalk around the house, etc.
Ah good memories and good excercise....
Did a lot of wood splitting too...

I had always heard drivers of cement trucks carried a gallon of antifreeze with them so that if they got into a wreck or otherwise disabled the truck, they were to pour the antifreeze into the cement barrel to keep it from hardening and save the barrel.

Ok, now you did it. I had a friend whose father worked in concrete construction and she said according to him you should urinate in the concrete. I'm not sure if that was to make the concrete better or just save a trip to the bathroom.

Most of the concrete plants down here in South FL spray some type of acid to dissolve the hardened concrete on their trucks. I wouldn't recommend that on your car's paint.
About an hour ago I talked with a local representative of Cemex, which if I'm not mistaken, is one of the largest ready mix concrete suppliers in the world and he said that he's never heard of using sugar for dissolving hardened concrete.
Just to confirm, I also talked with one of our employees who used to be a Quality Control Manager for a concrete plant in Miami and he's never heard of using sugar to dissolve hardened concrete. He did say that the drivers would dump sugar into the mixing drum to keep the remaining concrete inside the drum from hardening in case they were delayed in returning to the plant due to a flat tire, mechanical problems, etc.
Sugar may work on hardened on concrete as mentioned in the previous posts but at least the guys I spoke to never heard of it.
"Back-Set" as Bob mentioned in post #4 and the link Mike mentioned in post #14 appears to do the trick.

You are mistaken.
I specifically said:
•The admixture can have, among other "ingredients":
-Aggregate
-Sand
-Fiber reinforcing
-etc.
I thought this was a given!!
Wrong again...When cement by itself hardens...it's hardened cement.
Cement can't "harden" by itself.
Takes: Moisture...in one form or another to accomplish that process.
But why split hairs...Right?

I assume you mean cement as in the stuff you make mortar and concrete with; not cement the other sort of glue.
Bricklayers remove cement from bricks with hydrochloric acid (spirits of salts) solution.
I wouldn't use that on a car; but vinegar or maybe lemon juice COULD work.
They won't completely dissolve the cement but will start the process of dissolving the outside surface, which hopefully will be enough as one would hope that the vinegar would seep along the edge under the splodge.
TEST it on a sample piece that is well hidden to make sure first. How long will it take? Dunno - trial and error.
Do not use any bottled acids - most would be far too strong and could damage the paint surface.

Any hoo, mix a pound of sugar with a cup of water to make a paste. Apply and let set for 15 mins then rinse.
DO NOT RUB THE SUGAR!
Repeat until its gone or you can rub it off, I use the Speedy Prep towel.
DO NOT USE CLAY, the concrete will get into the clay and then you'll scratch up yo whip
I clean up for a concrete company when the wind take their spray and they ruin a bunch of cars and put lot's of money in my pocket.
