Is my flex SUPPOSED to get this hot?

When I received my LC Backing Plate System, it was in a cheap plastic bag, no box, zero instructions, and zero lettering or any information written on the bag.
My first thought was' "Did I get returned unit?" Then, "Why would these 2 washers be included with no instructions?"
So, what's the deal? Do I use 2 washers per plate, or is it one per backing plate?
If they know about this issue, why is there no technical service buletin?
I am going to keep bumping this untill this gets resolved.

UPDATE: There were instructions on the bag. The bag said to use the two washers for the 6" plate. LC has stated the problem lies with the 6" BP, but others report problems with the 4" as well.
Could you imagine a plate failing on you and gouging your paint or a customer's paint?
Is anyone else more than a little nervous besides me to continue using these plates?
