Buffing with the edge of the pad?

Hi, I hope this question is in the correct section. I am going to restore the headlights on a 2010 Prius. This particular car's headlight shape is complicated. Instead of removing the front bumper cover, I was hoping I could use the edge of the wool or foam pad to cut the deteriorated surface? I ordered 3" pads, however the backing plate is 3" and the pads are 4.25"-4.75"

I wish they made smaller for those really tight spots doing headlights.

OMG-Thank you Funx650! I had no idea that small of a pad exists (I'm sure overspending the pad can be a real concern due to the smaller cir.)

Mantilgh-Great point. I didn't think really about using hand to compliment the majority done with the machine. Thank you for the suggestions too! I'm definitely getting some to have a complete arsenal!
