That info is wrong,steelwool deos not scratch glass.steelwool is used in dealerships across the country to remove fallout on glass even before clay was invented.Getting back to your question is the sticker made out of foil or paper either or saturate sticker with glass cleaner then remove with razor blade with a paper towel underneath to catch the left over sticker.Then use fine steelwool to remove glue.steelwool will scratch tint and cause damage to defroster.I read a forum and found out that steel wool scratches the glass. I would like to know to to safely remove the city sticker without scratching the the glass

Ditto 0000 perfectly safe.Depends on what grade steel wool. Use the finest grade you can find. Usually 0000 is safe. If I remember correctly
I haven't tried a heat gun on a window. You would have to be careful with the amount of heat because you don't want to crack your windshield. Maybe someone else has tried a heat gun or hair dryer.
when using steelwool on mirrors the key is very little pressure,and be sure to preclean mirror with soap prior to using on mirrors that have embedded contaminants.Steel wool does scratche the side mirrors not the glass. At least I hope it doesn't scratch the glass. I work at a dealership

Steam will help soften it up if you have a steamer.
Plus one on the plastic razor blade especially if the sticker is on the paint though if its on the glass/that's un-tined you might need a regular razor to bite/pick up the sticker you can always use a heat gun too lastly adhesive remover shouldn't be that strong use something like goo gone be careful if and when you work on glass.
