Cleaning the wheels and wheelwells is much better with a pressure sprayer for sure. I live in an apartment and although I have a quarter wash literally around the corner I use my trusty 2 gallon hand pump for the wheels, tires and wheelwells. That said though, when they are really bad, I then hit the quarter wash. I also use the quarter wash when the salt and muck are too thick, help things along for sure, then do my RW.
I subscribe to the "clean as you go" method. This way, when I clean my car, it's a lot easier and the tools I have handy get the job done. Pre-soaking does a lot to break down the dirt on the car, it lifts and your damp wash media pulls it away��
