It can without harm...If you're addressing a surface like pictured in your sig then you may have some streaking issues because of all of the obstacles for the water path. You may have a little extra work when drying due to trying to wipe away streaks. Someone else would have to address durability/longevity. I don't know how long it'd last on a boat. If you were trying to keep your boat pristine, I'd apply it weekly or have a spray sealant to use weekly and use hydro blue monthly.
