Super clean glass windshield

Hi all, my windshield has some scratching from the PO. Is there anyway to get these very small scratchs out? Also I'm going to be using meguiars water spot remover/polish with a DA polisher and a polishing pad, would that remove those scratches coming from the wipers? I also have some scratches on the front driver window. I'm hoping I can get those out with the polish or if you guys have a better method. I can hear the window rubbing on something so I will add some wax in the hopes that it will go up and down smoother. Any good products to stop the windshield from fogging up? Thank you
