What would be the best product to use on this plastic chrome? Want to remove some of the scratches and shine it up.

A very mild polish or paint cleaner will work very well on that coated plastic. Do not use chrome cleaner or it will mar the heck out of it or remove the coating.

You can try a metal polish that is safe for chrome if you want to, or just use a light cleaner wax. That would probably be your best bet.

Would either Pinnacle Paintwork Cleansing Lotion or XMT 360™ Corrects, Cleans, Seals work on it? and if so what do I use as an applicator?

Haven't seen chrome cleaner do much good, but I haven't seen it harm anything either. Personally, I'd go with something like Meguiar's Consumer Cleaner Wax. Cheap, and surprisingly effective. I don't see it on Autogeek's website, but you can pick it up at Wal-Mart for about $5 or so.
O.k., I have seen it do damage so I made sure the op didn't have any problems or cause any un-needed damage.
Thanks guy's I'll try the Paint cleaner first and go from there.I would use the cleansing lotion either pad had or with a soft pad on a rotary or pc. The microfiber applicators that AG sells works great for stuff like that.
I screwed up a SAAB chromed plastic grill with metal polish so I havent just seen it, Ive done it .O.k., I have seen it do damage so I made sure the op didn't have any problems or cause any un-needed damage.
