Bug guts that have harmed the clearcoat?

I'm typically anal about wiping down the front bumper on my 2003 Azure Blue Mach 1 Mustang so bug guts won't harm the paint. The one time I slipped up and didn't have time to clean it up immediately, it looks like it did some damage. I have tried clay bar, Megiuar's 105 & 205 with Meguiar's yellow pads, and none of this removed the black spots from the bumper. I can't feel them with my fingernail, so I'm guessing it's actually below the clearcoat? Is there anything I can do product wise using my trusty PC, etc? A rotary is out of the question, and wet sanding scares me to death!
 
if u can feel it - its bug can be removed by bug and tar remover
if u feel it with fingernail its rock chip
if u cant feel it at all - could be clearcoat dust which is a manufacturer mistake while painting and can only be removed by sanding (maybe)
 
I don't think it's black primer.

You may have a situation that the bug juice went completely thru to the bare bumper fascia.

Using a magnifying glass and good light source should tell you. If its the bumper and you have gone thru clearcoat and base. Dr. Color Chip may be your best bet.

Wow, I didn't know it could eat through both coats! Agh!
