Paint help on two Monte SS's

[Cadillac Kid03]

Both of these are in poor condition not blaming anyone but someone got lazy and never cared about the cars... "Family Member" and now i'm left to fix the mess. What should be done to bring the paint back on these two? Tried clay on the newer one and nothing...

2001 Monte SS

Only photo i have of the 88 Monte so don't notice the Z28. This one is sun burnt i believe. Just looked at the photo the car looks good there but that was 2 years ago.

Lets have some close ups and "specific" questions please.

Well the video i think was a perfect close up but if not then i'll take some more photos. The paint is really rough dull looking and i want to bring it back to life. Almost feels like sand paper to a point. I would love to know what i should buy and how to fix it.
