I bought a cheap drill kit with pads that I use on my black wheels with excellent results. I use meguiars ultra polishing wax and it does great but they also were not neglected.

I treat my tips the same as my paint, so a polish or compound if needed followed by protection.
The key is wiping them clean often and not letting the soot build up and cook on. I mist mine with a detail spray and a quick wipe almost daily. Yes I'm insane but literally takes 30 seconds...

On a light colored car you'd never noticed, but you'll (hopefully not) see what I mean. It's frustrating to say the least. Like I said other than that I love the product.

Yeah it washes right away or wipes with some QD, but imagine spending a day making the car perfect, then taking it out for a hot night on the town and it looks like you didn't wipe your wax off. Lol.

It's a good wax, but I had to stop using it. The ghosting and re-hazing is beyond annoying. You'll realize that one that puppy get out in the sun and heats up.

I enjoy meguiars ultra polishing wax. HD Speed is also still a favorite. IMO meguiars makes the best AIOs from a cost/benefit perspective.
Tried zaino and I liked the results, but found it a pain to remove.

It's more than likely from someone using harsh wheel cleaner on it when the wheels were hot and let it sit on too long, I've seen it before just like that.
I would use a compound and then polish...use a powerball I don't think hand buffing will cut it.

I use N-914 mixed with distilled water. I've had the best results that way, I don't even buy glass cleaner anymore with the exception of some sprayway from time to time.

I polish mine! I treat my wheels exactly the same as I treat my paint.
Wheels take a lot more abuse than paint does.
I do agree that polishing certain wheels is a lost cause, but gloss black absolutely needs it, and all wheels need protection. I typically use an all in one or cleaner wax...
Something similar happened to my wife last year. I was able to remove most with a power washer but it took some time, the rest I scraped off with a plastic razor blade and then polished the remaining residue off. It was a PITA
