Try Auto Tech "Quick 'n Easy Heavy Duty Specialty Adhesive Remover" it's what the car wrap guys use to remover old vinyl. I've used it and its the best. Alway do a test spot no matter what the manufacturer claims.

Yup, you can definitely make it worse. A good metal person knows where to strike and release stored energy so the metal returns to it original shape. Metal shaping requires specialized hammers and dollies that aren't cheap. That said, I think a re-skin is in order.

Normally when it comes to rust what you see is just the tip of the iceberg. If its only surface rust you can sand or wire wheel the affected area, but your going to have repaint. If its really bad you'll have to cut it out and replace the metal.
