I've had to work in the sun for a lot of years , but if you have a decent location I would recommend working on the side that the sun is not on, then I would turn the car around and wait a little and then work on the other side. its always worked for me and by the time I do the top panels...

I would try with you're friends/family businesses first obviously and then maybe napa auto parts stores or places that ur friends with goes a long way. Also I would give a couple to each costumer that you do a job for so they can give there friends them aswell.

To me that almost looks like dried liquid soap stain that didn't get rinsed fast enough, I've had similar things that look like that when I leave soap or other liquids on the paint for too long it almost stains it in a way kinda hard to explain. But like others said ipa, polish, coat etc again...
