For wheels that bad you might need something more like Meg Wheel Brightener. But if the wheels are pitted there is not much you can do about that. Happen to have any pictures?

I use Megs Non Acid or Wheel Brightener. Then I use wheel whoolies and Daytona brushes, large and small. For tires I use the Tuf Shine brush.

BFTT&T works very well on its own. I personally would try a test spot and see if you like the results. BFTT&T is my go to for trim sealant.

I have both Non Acid (2:1) and WB (4:1). I use WB on extremely dirty wheels and Non Acid on tires and light-med wheels. They are both extremely cheap per oz.

Solution Finish Black Plastic & Vinyl Restorer I've never used it, but have seen reviews and it looks good.

You can try PERL, and dilute it to fit your needs. I use it full strength, it gives a good shine, but not wet looking.
