Looks like rust or some sort of grease from the bolts. I would Google search rust removal techniques from carpet and if that doesn't work you might have to try bleaching it and then use carpet dye. I am surprised the fabric is not falling apart after that much cleaning.

I will try what you said. Should I try a heat gun to warm up the paint if that doesnt work? It is pretty thick.

I was looking at the Autobahn but not sure if I will like it. It is for a client of mine. I am helping set up his shop. I personally use a Nilfisk Alto vac that I really like. Lots of power and very quiet.
