I use OPP out of a flip top and apply it to a foam applicator and use that to apply to dash/seats. No streaks this way. Yes. The finish is matte with OPP.

Just be forewarned, ARO loses it's 'cleaning power' when diluted and kept for periods of time. So you can't premix ratios like you can APC and keep it around.
