It's a paintwork cleaner. I'm sure any manufacturers version would work, but if you're going to pay the money for Swissvax you might as well pick up theirs.
Griots Interior Cleaner pulls the blue dye out of my GTO seats even though they are coated. I just use Megs APC 10:1 now and have not had an issue on any car with it.
Looks like a bad repaint. You probably won't have any recourse with the dealer as most used cars are sold "as is". But you won't lose anything by asking.

I use the smaller boars hair brushes from Wheel Woolies all the time to clean rims, grills, emblems, jams, and any recesses in the bodywork. They are worth the extra money.
For wheel wells and tires I use the Mothers brushes.
It's dew. My car is outside 24/7 and I wash at dusk when the sun is starting to go down. It never covers the whole car, usually just the roof for me (I have a hatchback so it would be roof/trunk on a normal car), but I have also had it on the hood and doors.

I personally never saw the need to layer. It just seems like a waste of time since 95% of us on here will be reapplying the wax before it wears off anyway.
When I'm putting an LSP on, I'll do 2 coats of the same product to ensure even coverage.
I keep a zip-loc in my glove box with a 2 oz bottle of Griots Waterless Wash and a microfiber. I don't use it a lot, but when I do I'm glad it's there.
To me they all work the same. I use the 5.5" flat pads because they are cheaper.
The Hydrotech pads are interesting though since they are made for water based polishes. I use 4" Hydro pads and like them a lot. I would probably go for them as I start replacing my flat pads from use.
I will say the back of the car does get very dirty compared to the rest. Usually from the dirt that builds up on the glass that then gets wiped off every morning with the dew.
