    After all of those suspected problems that you tried I would think that it may be a mechanical issue perhaps? Maybe check the angle of the wiper against the windshield. Your description would lead me to believe it's a contact issue rather than a lubricant/grinding/wiper issue.

    No not professionally. I just do it on the side. I was more of asking because Fairbanks is a smaller town and there's a good chance I'd see the car if it was around here. Anchorage (the biggest city) is probably the more likely destination, though if your client was military there's a 50/50...
