Yes, it has everything to do with heat. The engine heat and if in the sun ........... the 3M would likely create a bond with the cover that would cause more problems than anyone would want.. Remember, any protective film is still meant to be removed if need be. Placing the 3M over the cover...

I wouldn't use a cover if it's really that windy and sandy. That cover is going to get full of sand etc and then you're going to have to constantly clean it before covering your car. If you don't then you'll be scratching your car every time you remove or place it on the car.

Really the best thing would be to use a paint coating. That or leave your ride in the garage .......

The thing about lacquer is that it should really be wet sanded. When lacquer is applied as a "new" paint job; it needs to be wet sanded between coats. If you're able to wet sand then that's what I would suggest. Do you have any pics? Does the color look like this?

it would drive me nuts knowing that was there. Wet sand those areas and polish the entire vehicle out. It'll look like you have a new paint job.

Fishing line, Rapid Remover and polish or wax ......... golden.
