It looks to me that the paint has chipped around the headlight washer. Not clear coat failure. It appears that it could of been that part has been touched up before, and when the headlight washer deployed...it took the paint with it.

Depends on the machine they use the mount and dismount. Personally, I run winter tires on OEM wheels. Generally cheaper if I curb them (if I have to scrub off speed on icy conditions). Or if I damage them they are easier to find and replace. My 0.02 cents.
