yes, Meg's APC+ is safe on most wheels and tires. I usually use 10:1 dilution with 10 parts of water 1 part of chemical; if you feel the wheel/ tire is from the hell, you could also try 4:1. but usually 10:1 should do the work. make sure you scrub the tires very well.

The paint prep spray per se is way more than enough to strip the wax. Apc works extremely good for this purpose too. I used meg apc+ at 20:1, strip waxes way faster and easier than 50% ipa or any dawn wash. Just make sure rinse it off before dry

I actually have the opposite result. There is once I work with a very soft paint. The meg's detailer and clay combo just marred the paint like crazy. then I switched to ONR lube, then, no longer marring. From then on my clay work completely sticks to ONR lube, and I have meg's quick detailers...
