I've also been using Meguiar's D120 for years and think it is among the best I've used. If you are not seeing good results I'd suggest trying with it with NEW microfibers. If you are getting streaking, it might be due to something left in the towels after laundering.
It looks like clear coat failure to me as well. 1994 = 21/22 year old paint. You can chase this for a while with polish and maybe a coating but if you are planning on restoration, I'd budget for re-paint.
Many, many years ago, my first paying job was for a limo service. The owner only allowed me to use kerosene in a bucket of water to wash his fleet. They were washed almost daily so wax was not needed. Kerosene did prevent rust pretty well and after washing and a gentle cotton towel buffing...
It is a cream when applied to the applicator sponge but a couple squeezes and it turns into a thin liquid so does not block any perforations when applied.
I use Leather Masters Protection Cream on my heated and ventilated seats in my Lexus. I've been meaning to try Meguiar's protector but have not seen it yet. I like the fact that it stops dye transfer from jeans and leather belts.
I use LM Strong Leather cleaner diluted 50/50 with hot water. Part of the CHAT method of leather cleaning.
C=Chemical Cleaner or Detergent

With any cleaner, I use a wrung out cotton towel to remove all traces of the cleaner/detergent residue prior...
A couple more tips I recall from Mike... Use a towel to break the surface film that has semi-dried and use another towel to buff. If you have hard to remove areas use some more #7 to re-dissolve it and buff it off.
Great product for older single stage paint. I used to apply #7 OVER my LSP...

I'd take those units to your nearest P-C service center (most ACE Hardware stores) and have new brushes installed and have the gearhead cleaned and lubed. Have the power cord checked along with the speed switch and they should last for years. These models may be old but most were built in the US...
Don't overlook Meg's Ultimate Quik Wax (a sealant) a.k.a. D156. Inexpensive, fast, doesn't dry white or stain trim and can be used in the sun. No streaking either and it last two to three weeks. So easy to use (wowo) that I use it after every wash.
With proper washing and drying you could just apply Meguiar's Paint Protect (claims to last 365 days). Wash every couple weeks and spray with D156. Really easy and inexpensive process for a daily driver that takes very little time.
There is an extensive forum thread about this product on the Meguiars forum. I haven't used it but the reviews of the product seem interesting. It was not recommended for use on glass over there.
