If the Walmart soap at $3 is the same one I'm thinking of, I would never buy it again. The one I tried was terrible. They might as well have filled the bottle with water + food coloring. It did nothing. I can't remember the exact brand.

There is no visible rust at this point. I suppose it is possible that it is the very early stages of a defect resulting in rust. But like you, doesn't really look like typical rust, but I do not have the experience that you probably do. Not sure if relevant, but the vehicle in questions travels...
