IT cant be paint cuz when i polish them with chrome polish black comes off on the cloth.

Yea ive tried to polish it with wax aluminum polish chrome polish. Ill try clay bar tonight and see if that makes a difference. Ill also try to get a picture in better light so you can see the discoloration.

Hi guys im new here so take it easy on me. I got these stains on my wheels and wondering if sanding is the only way to remove the stain ? I've tried polishing and it looks like the wheel cleaner ate thru the clear coat. The wheels are a polished lip but not sure why type of clear coat if any is...
