What product are you using to clean the wheels? A dedicated wheel cleaner or APC or diluted? I think the best thing you can do, although sacrificing performance slightly, would be to swap brake pads to less dusting ones.

I like OPC over D101. I know D101 is very economical but I find OPC to work better than it and Blackfire OPC. I mainly use it on tires and wheels and at times diluted heavily for the interior. I've probably got some to spread out if you're interested in trying some before deciding.
