    Odd stain on a plastic bumper. If it's under the clear coat, I'd have to suspect contamination during the paint process.     Just a word of caution. That appears to be matte finish. Personally I'd avoid polish or wax on matte vinyl. Abrasives can damage vinyl overlays and wax may give an unwanted finish, avoid the vinyl. I'd suggest taping the edges of the vinyl before polishing and yes, hand polish in the letters...
