Clear coats don't readily oxidized, single stage lacquer and enamel paints do. Non-clearcoated, pigmented gel-coats oxidize.
Clear coats fail and become swirled.
Is that a gas cap? Or something else? Doesn't look like a gas cap?
Take some painter's tape and lay a strip down next to the gas cap, (or whatever that cap is), like just to the side of the hinge strap.
Next, apply some M04 with just your fingers to the outside of the tape with some terry cloth, put a little passion behind the pad. Then inspect.
If it gets more clear then the problem is topical and you're basically chewing off some of the deteriorated surface coating, (whatever it is).
If it improves a little but still looks bad, then the problem is likely throughout the layer and more and more abrading won't make it look more and more better.
It's a quick simple test.
I"m going to go out and take the Foam Gun and BHB to my Jimmy wheels and will check back on this thread later.
