Any one can tell me if I need a v belt or serpentine?

Lost steering in Chevelle other night (well didn’t loose but super difficult to turn. Not sure if this only problem but lost belt from bottom engine pulley (what’s that called) to alternator and one to powers steering split. I added pics. It’s a 489 (454 block)

I’ve asked in other forums I’m in but know we got car guys here.

So the bottom pulley that drives everything else is the crankshaft pulley. Crank spins the pulley and drives the alternator and "accessories". That 489/454 has quite a bit of aftermarket hanging off it so it's really hard to say what the routing for *that* motor mounted in *that* engine bay should be - the builder might have had to move stuff away from the original layout. Usually a 3-belt but the locations of the driven bits might have moved and so need different length belts than originally.

Edit: Now that I look harder and can spatially orient better than before that appears to just be a 2-row crank pulley; original setup was 3-row so this is definitely custom. How old were the belts? For both to go (that split one is shot) at the same time seems . . . odd. I'd want to check for interference and/or alignment.
 
The first/second pictures looks like your belt is on 'inside out' in that the ribs should be on the inside.
It looks like your power steering pulley has ribs, is that correct?
If so, that belt is definitely on inside out and since it's ripped, need a new one.
You can see the part numbers on that belt in the first picture, what does that say? I can't quite make it out.
Looks like ‎4050395 / 5PK1005.

If it's 4050395, that is a 5 rib, 39.5" long belt.
5PK1005 is the metric version of that belt.

Your alternator pulley and the crank that drives it looks to be a standard 6 rib serpentine as well.
Since that belt is gone, you can take a string and wrap it around both crank and alternator pulleys and measure the length.
Then go to part store and get a few belt lengths on either side of the string length.
If it's a 6 rib, it will be a 406 number or 6PK number like above, you just need to know the length.
Example if the string is 40.5", the number would be 4060405, or in the case of the catalog below 5060405

This catalog gives you a good list of dimensions and cross reference.
