Oh, you mean that crazing in the paint? IMO it's where a nasty bird poop was.
 
It looked to me like some sort of spider cracking as well, but what could have caused it?
 
I could not tell you without seeing it in person, does your finger nail catch on it when you move it across the area? It has to be the clearcoat IMO
 
Bird poo etching, or tree sap usually cause marks like pictured. Tobbaco spit is another possibility. Pretty much anything with very active enzymes that sat in the heat for a bit.

Yes it did, I touched it very gently at first and when I felt the texture I backed off.
 
Who's car is it on? Either way if you try to remove the mark 100% you may end up with clear coat that is toxic thin in the spot and it will be hazy compared to the rest of the paint. And it could eventually become CC failure. Just be careful.

Definitely clearcoat. It could heed been caused be many factors such as everyone has already mentioned. Is it your car or a clients?

It was on a customers car. I didn't do anything to it, he just wants to know what it is or what caused it. I told him I'd post it on the forum and let him know what was said. Nothing I would touch.
 
Not sure what I meant by toxic thin, think maybe too instead.
In that pic it looks like primer showing in spots?... if you can feel it just by rubbing your bare hand over it then you are right it leaving it alone. All that can be done is have that spot repainted. You could try a light polish and glaze, and seal it for the time being. Tell the client it's at the point of no return.:(
