Mike, it does look like someone used a Brilo Pad or something like that to get some type of stain out.
It's happened many times to some poor victim of a car...
You can try fixing this by hand using some Meguiar's Ultimate Compound by hand or machine. Just proceed cautiously because if the clear layer is still intact it could be thinner in the scuffed areas. An electric polisher, like a PC, GG, 3401, Cyclo or even a carefully used rotary could also remove the scratching and scouring and restore a clear, glossy finish.
