Yet another shot-in-the-dark theory...could it be aerodynamics? Is this happening at speed, or while sitting stationary?
I had a similar problem year ago on a car, but it was the entire wiper and not one half of the blade. At speeds above 30~35 the air coming over the hood whould lift the blade slightly and cause it to chatter.
Replacing the blade with one that had some sort of aerodynamic feature that added down-force to the balde seemed to help.
