Audi All-Road fender flare question

Has anyone detailed an Audi All-Road and found the fender flares to have been painted?
I have an upcoming All-Road detail that was recently "detailed" by someone else. I won't even bother to share the condition of the car...pics later for sure. The concern I have is with the fender flares. I have yet to get a close enough inspection to determine how bad it is but from a distance of about 20 feet, it looks terrible. The owner says the surface feels like paint that is peeling when he runs his hand over it. So....if it is painted, without getting new flares, I wonder if it would be worth stripping and repainting the surface? Any feedback would be great!

From the ones I have seen, I don't remember them as being painted. I don't know what years I've seen. This is just my impression.

thanks! i just talked to an audi repair shop. They said all are plain plastic except for 2005, which were painted.
