Black "nubs" on chrome wheels

Question for the gurus...I have a spot on one of my wheels where the chrome has these little black "nubs" on the surface...if you run your fingers over them, you can feel them. They look like some form of corrosion. I've tried removing them with chrome polish, but it won't touch them. Is there anything that will remove them without scratching the chrome? 00 steel wool maybe?
 
They are definitely NOT tar...chrome polish will remove tar...no, these bumps are hard (they seem as hard as the chrome itself)...I can scrape them with a fingernail...in fact, if I scraped them hard enough, they would rip through my nail...
 
I've never heard of anyone removing tar with chrome polish. Tar remover, WD40, gasoline, etc., but not chrome polish. I had some tar on the barrels of my (non chrome) wheels. There were hard enough that I could rip through a nail if I tried to scrape them off. I used Goof Off; it took a lot of time and soaking to remove the tar.

Anyway, pictures would help.

I'd try a tar remover still, but tar that is that bonded can be difficult to remove even with the correct chemicals.

As a last resort, I use a plastic razor blade and try to force it off. Sometimes tar remover can help soften the tar and assist in the removal.
 
I will try a tar remover...can't hurt...
 
I wander if it might be Artillery Fungus?

Just a guess since the wheels are close to the ground. Where do you park your car?

Do you "feel" them on the paint?
