black spots

I have black spots on some of the rear window weather stripping that seals the rear window of my truck and also on my front windshield. I have tried cleaning it with APC and a bleach mixture and its still there.

anybody got any idea's?
 
This has worked well for me at cleaning rubber and plastic.
Mothers Back to Black Heavy Duty Trim Cleaner.
 
looks like oxidation, as mentioned try this...
